This is Juergen Gleue from the also neglected, also excellent German psychedelicists known as 39 Clocks. His mid-1990s solo output now available on DeStilj records...it's wonderfully creepy and whispery and beautiful, shades of Velvet Underground and hints of lo-fi things to come (like Pink Reason, for one).
